New Mexico has a complex gambling history. When the IGRA was passed by Congress in 1989, it seemed like New Mexico would be one of the states to cash in on the American Indian casino craze. Politics assured that would not be the situation.

The New Mexico governor Bruce King appointed a panel in Nineteen Ninety to draft an accord with New Mexico American Indian bands. When the working group arrived at an agreement with 2 important local bands a year later, Governor King refused to sign the agreement. He would hold up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it seemed that Native gambling in New Mexico was a certainty. But when Governor Gary Johnson signed the accord with the Amerindian bands, anti-wagering forces were able to tie the deal up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the compact, therefore costing the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the CNA, passed by the New Mexico legislature, to get the ball rolling on a full accord between the Government of New Mexico and its American Indian bands. 10 years had been burned for gaming in New Mexico, which includes Amerindian casino Bingo.
